Parliament has passed Indian Medical Council (Amendment) Bill, 2019. The Bill amends Indian Medical Council Act, 1956 and replaces Indian Medical Council (Amendment) Second Ordinance, 2019 which was promulgated in February 2019. It allows for supersession of Medical Council of India (MCI) by Board of Governors (BoG) for two-year period starting September 26, 2018.
Indian Medical Council Act, 1956 sets up Medical Council of India (MCI) which regulates medical education and practice. It provides for supersession of MCI and its reconstitution within a period of three years from the date of its supersession. It also provides for Board of Governors (BoG) to consist of up to seven members including persons of eminence in medical education, appointed by the central government.
Key Features of Bill
- It amends the parent Act to reduce time period for supersession of MCI from three years to two years.
- It amends provision related to composition of BoG to increase its strength from seven members to 12 members.
- Further, it allows for persons with proven administrative capacity an experience to be selected in BoG of MCI.
- It also provides for BoG to be assisted by Secretary General appointed by the central government
