Union Government has constituted two new Cabinet Committees viz. Cabinet Committee on Investment and Growth and Cabinet Committee on Employment and Skill Development. Besides, it also has reconstituted earlier four Cabinet Committees viz. Appointments Committee of the Cabinet (ACC), Cabinet Committee on Accommodation (CCA), Cabinet Committee on Economic Affairs (CCEA), Cabinet Committee on Parliamentary Affairs (CCPA), Cabinet Committee on Political Affairs and Cabinet Committee on Security (CCS). The Cabinet Committees have been reconstituted under the Transaction of Business Rules.
Chairmanship: Barring Committees on Parliamentary Affairs and Accommodation, all six committees will be headed by Prime Minister Narendra Modi. The two remaining committees will be chaired by Home Minister Amit Shah.
Cabinet Committee on Investment and Growth
Composition: Prime Minister, Minister of Defence Rajnath Singh, Minister of Home Affairs Amit Shah, Minister of Road Transport & Highways and MSME Nitin Jairam Gadkari, Minister of Finance & Corporate Affairs Nirmala Sitharaman, Minister of Railways & Minister of Commerce & Industry Piyush Goyal.
Purpose: It brings ministries under one roof that are key to attracting large private investments in infrastructure sectors and greenfield projects, facilitating ease of doing business, and clearing foreign investment proposals.
Cabinet Committee on Employment and Skill Development
Composition: Prime Minister, Minister of Defence Rajnath Singh, Minister of Home Affairs Amit Shah, Minister of Finance & Corporate Affairs Nirmala Sitharaman, Minister of Agriculture &Farmer Welfare, Rural Development and Panchayati Raj Narendra Singh Tomar, Minister of Railways & Minister of Commerce & Industry Piyush Goyal, Minister of Human Resource Development Ramesh Pokhriyal ‘Nishank’, Minister of Petroleum &Natural Gas and Minister of Steel Dharmendra Pradhan, Minister of Skill development & Enterpreneurship Mahendra Nath Pandey, MOS(I/C)Labour & Employment Santosh Kumar Gangwar, Minister of State(I/C) of Ministry of Housing &Urban Affairs Hardeep Singh Puri.
Purpose: It attempts to address the skilling and jobs problem holistically. It seeks to bring under one roof ministries such as HRD, Labour and Employment, and Skill and Entrepreneurship. It will allow for integrated approach while addressing issues related to skilling at school level, ITIs and the certification process in government and private skilling institutes. It also proposes to include ministers representing various sectors such as agriculture, infrastructure, construction and manufacturing.
