Union Cabinet has approved constitution of Development and Welfare Board for Denotified, Nomadic and Semi-nomadic Communities (DNCs). It also has approved setting up of Committee under Chairpersonship of Vice-Chairman, NITI Aayog to complete process of identification of DNCs that have not yet been formally classified. This decision has been taken in pursuance of announcement made in Union Budget 2019.
Development and Welfare Board for DNCs
It will be established as registered society under Societies Registration Act, 1860. It will function under the aegis of Union Ministry of Social Justice and Empowerment. Its mandate will be of implementing development and welfare programmes for denotified, nomadic and semi-nomadic communities.
Denotified, Nomadic and Semi-Nomadic Communities (DNCs)
- They are among most deprived citizens and disadvantage communities of this country These communities are hard to reach, less visible, and therefore frequently left out.
- Most DNTs are spread across the Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) categories, some DNTs are not covered in any of SC/ST or OBC categories.
Union Government in July 2014 had constituted National Commission for Denotified, Nomadic and Semi-Nomadic Tribes (NCDNT) for period of three years to prepare state-wise list of castes belonging to Denotified and Nomadic Tribe. It was also mandated to suggest appropriate measures in respect of Denotified and Nomadic Tribes that may be undertaken by Central Government or State Government. The Commission had submitted its report in January, 20I8. It had recommended for setting of up Permanent Commission for these communities.
