Issue

The US government has added the names of Pakistan and Turkey along with 14 other countries in the Child Soldier Recruiter List.

 

Background

The Child Soldier Recruiter List contains names of countries that use child soldiers in government backed militant groups.

 

Details

  • The designation does not mandate serious measures but will be enough to deny military assistance and also commercial weapons licensing.

  • The name of the government involved in supporting child soldiers will be published in the annual Trafficking in Persons (TIP) report.

  • The publishing of such a report is made compulsory by The US Child Soldiers Prevention Act (CSPA). The period of consideration will be from April 1, 2020, to March 31, 2021.

  • The countries that have been included in the list are Pakistan, Turkey, Myanmar, Afghanistan, DRC, Iran, Nigeria, Syria, Venezuela, Yemen, Mali, South Sudan and Somalia.

  • Even the UN has acknowledged that use of children for wars is a grave violation and has suggested measures to avoid the practice.

 

Child soldier

  • Recruiting children below the age of 15 as soldiers are considered a grave crime under the Rome Statute of the International Criminal Court.

  • Even the UN Convention on the Rights of the Child (CRC) and the subsequent Geneva conventions consider it a crime.

 

Actions by USA

  • The act prevents US government from giving assistance in military such as military education, money, sales and training of military equipment etc to such countries.

  • The US President can give a waiver in certain cases of “national interests” even if there are clear violations. The Congress has to be notified within 45 days of the waiver along with justifications.
