Paddy procurement issue

Issue

The process of procurement of paddy in the states of Punjab and Haryana was postponed to October 11 owing to rains in these states.

 

Background

The states are experiencing heavy rains. Rains will increase moisture content in soil and increase wetness in grain beyond permissible limit.

 

Details

  • Both the states have around 31 lakh hectares under non-Basmati paddy variety. There is around 11-12 hectares of Basmati variety in these states.

  • The non-Basmati variety paddy is procured by the government on minimum support price. The Basmati variety is procured by private traders.

 

Paddy cropping

Farmers from Punjab and Haryana grow short duration variety that has short maturity and high yield. More than 70% of the sown area falls under this category.

 

Reason for concern

  • Delay in procurement will result in rice grain falling from its panicle and their yields go down. Many farmers do not have the capacity to store all the harvested grains.

  • If the farmers sell the crop to private traders, they will not get the MSP of Rs 1,960 per quintal.  Their profits will come down drastically.

 

Problems due to delay

  • If the procurement is delayed, farmers will have fewer days for clearing the field and sowing the next crop. This increases the chances of stubble burning.

  • The harvesting of crops also takes time. The harvested crops start reaching the market by November if harvesting starts on October 11.

  • Wheat sowing has to take place between 1 and 15 November. There should not be delay beyond November 25 for normal varieties else their crop fails.
