Citizens’ movement for Old Goa

The Archbishop of Goa and Daman has expressed solidarity with citizen group protesting against illegal bungalow in Old Goa.



The protestors are against the illegal construction around heritage site such as Basilica of Bom Jesus.



  • The protest is being led by collective of residents, activists, and professionals known as Save Old Goa Action Committee (SOGAC).

  • They have filed a special leave petition in Supreme Court against permissions granted for construction of the bungalow. 

  • The construction is coming up behind St Cajetan Church. The protestors have announced a ‘satyagraha’ to fast until the structure was demolished.



  • The permission given by the Town and Country Planning (TCP) were faulty. There are allegations that government had yielded to powerful party.

  • The land was divided and sold to various parties. The permission for construction was sought in the name of the previous owner.

  • The owner had sought NOC from Director General, ASI in Delhi but the Goa Circle of the ASI says that NOC for repairs of a ground plus one structure was sought.

  • Further inspection showed that the photos submitted by party in fact existed in Pernem in northern Goa, and not at the Old Goa site.  



  • Protestors say that the construction falls in the heritage area that houses monuments protected under the Ancient Monuments and Archaeological Sites and Remains Act, 1958.

  • Heritage sites in the site include Chapel of St Cajetan, Arch of Viceroy and Largo of St. Cajetan. The area needs to be preserved.


Government action

  • The village panchayat of Se Old Goa issued a stop work order. Town planning department has asked panchayat to take action under the Village Panchayat Raj Act.

  • The Chief Minister has said that if the structure was found illegal, it should be demolished. The government has revoked the technical clearance granted.
