Indian Environmental Service (IES)

The government has been asked by the Supreme Court if it will create Indian Environmental Service (IES) as recommended by T.S.R Subramanian committee.



T.S.R Subramanian, the former Cabinet secretary, had submitted the report in 2014 for creation of the new service.



The matter came before Supreme Court based on a petition which advocated that environment required special expertise. The court asked the government if it was constituting such a mechanism.


T.S.R Subramanian committee report

  • The committee was set up in 2014 for reviewing the country’s green laws and the procedures followed by the Ministry of Environment, Forest and Climate Change (MoEF&CC).

  • The committee recommended several changes to align with the Government’s economic development agenda. 

  • The committee suggested amending almost all green laws, including environment, forest, wildlife and coastal zone clearances.

  • The committee report was rejected by Parliamentary Standing Committee stating that it diluted key aspects of environmental protection.


Recommendations of the committee

  • An expert body must be constituted at the Central and State levels to evaluate project clearance, in a time bound manner, providing for single-window clearance. 

  • A fast-track procedure should be developed for linear projects like roads, railways and transmission lines, power and mining projects and for projects of national importance.

  • An environmental reconstruction cost should be added to project cost, which has to be recovered from project proponent in form of cess or duty.

  • A National Environment Research institute should be set up on the lines of the Indian Council of Forestry Research and Education.

  • It suggested constitution of Indian Environment Service to recruit qualified and skilled human resource in the environment sector.
