Back to the Village outreach programme launched in J&K

Jammu and Kashmir (J&K) State Administrative Council (SAC) chaired by Governor Satya Pal Malik has launched first of its kind massive ‘Back to the Village’ outreach programme in the state. Under this programme, bureaucrats across the hierarchy — from Principal Secretaries to entry-level gazetted officers — will visit every panchayat of state, stay overnight and spend two days listening to peoples’ grievances and their needs. During this weeklong programme, officers will participate in various activities in the village and the panchayat during the period.

Back to the Village outreach programme

  • Objective: (i) Directing development efforts in rural areas through community participation and (ii) create in the rural masses an earnest desire for decent standard of living.
  • Four main goals: (i) energising panchayats, (ii) collecting feedback on delivery of government schemes and programmes, (iii) capturing specific economic potential, and (iv) Undertaking assessment of needs of villages.
  • Features: It is the first of its kind unique and ambitious initiative in Jammu and Kashmir.  One gazetted officer will attend one panchayat, thus covering over 7,000 villages spread across 4,483 panchayats in the State. Nodal officers will be supervising the initative.
  • It will help to arrest disconnect between officials and the people, which had broken over the years due to security reasons and also because of the difficult mountainous terrain of the state.
  • Feedback obtained from villagers during this programme will help to tailor Central and state government schemes based on their needs.
  • It will also provide an opportunity to village panchayats come up with area specific schemes for development of their villages.
