UN declares Masood Azhar as global terrorist

United Nations (UN) has designated Pakistan-based Jaish-e-Mohammed (JeM) Chief Masood Azhar as a "global terrorist" by listing him in UN Security Council (UNSC) 1267 Sanctions Committee. It is huge diplomatic win for India. It comes after China dropped its objection to the listing. The "global terrorist" designation or UN proscribed terrorist will subject Masood Azhar to assets freeze, travel ban and arms embargo. It also demonstrates longstanding international community's resolve to fight against terrorism and its enablers.

About Masood Azhar

He is the founder and leader of Pakistan-based terrorist organisation Jaish-e-Mohammed, active mainly in Pakistan occupied Jammu and Kashmir. He had founded JeM after he was released by India in 1999 in exchange for the crew and passengers of Indian Airlines plane IC814 hijacked and flown to Kandahar in then Taliban-ruled Afghanistan. He is masterminded of numerous terror attacks in India including 2001 Parliament Attack, Pathankot airbase attack, Uri attack and most recently Pulwama suicide attack in February 2019. His terror organization JeM already has been designated as a terror group by UNSC 1267 sanctions committee in 2001. Past attempts to designate Azar global terrorist had failed since India had initiated move in UN to list him as global terrorist in 2009. This was mainly because of hold of China on behest of all weather strategic friend China, a veto wielding member of UNSC.

UNSC 1267 Sanctions Committee

It was established as al-Qaeda/Taliban sanctions committee through UNSC Resolution 1267 in 1999. It prescribes a sanctions regime against designated terrorists and terrorist groups. It was renamed it as “ISIL (Da’esh) and al-Qaeda Sanctions Committee” (UNSCR/2253) in 2015. The listing of individual terrorist or terror organisation under sanctions committee results in:

  • Assets freeze: It mandates all states to freeze without delay funds and other financial assets or economic resources of designated individuals and entities.
  • Travel ban: It prevents entry of designated individuals into or transit by all states through their territories.
  • Arms embargo: It requires all states to prevent direct or indirect supply, sale and transfer from their territories or by their nationals to designated individuals and entities. It also technical advice, assistance, or training related to military activities under its ambit
