Hattis of Himachal Pradesh

Issue

Union Home Minister Amit Shah has assured Himachal Pradesh Chief Minister that the Hatti community will be included in the list of Scheduled Tribes in the state.

 

Background

The grant of ST status for Hattis is a long-standing demand. Previous governments have been asking for the same.

 

Details

  • Hatti community is known for selling homegrown vegetables, crops, meat and wool etc. at small markets called ‘haat’ in towns.

  • The community lives in both Himachal Pradesh and Uttarakhand. Those living in trans-Giri area and Jaunsar Bawar were once part of the royal estate of Sirmaur.

 

Traditions

  • Men of the community wear a distinctive white headgear during ceremonies. They have a rigid caste system. The Bhat and Khash are the upper castes, while the Badhois are below them. 

  • There are no inter-caste marriages among the Hattis. They are governed by a traditional council called Khumbli, similar to Khap Panchayats.

 

Development

Hattis living in the Kamrau, Sangrah, and Shilliai areas lag behind in education and employment due to topographical barriers.

 

Demand for ST status

The Hattis living in Uttarakhand have been provided ST status. Since the 1960s, resolutions have been passed at various maha Khumblis demanding tribal status.

 

Benefits

The move of granting ST status is likely to benefit 3 lakh people in 154 panchayats in the trans-Giri area in the state of Himachal Pradesh.

 

Current status

  • The Chief Minister had in 2016 asked the centre to grant tribal status to the trans-Giri region, and Dodra Kwar on the basis of a study conducted by the Tribal Affairs Institute, Shimla.

  • The Union Ministry sought a full-fledged ethnographic study as the ethnography report about the Hatti community was inadequate.

  • The current government sent a detailed ethnographic proposal to the Union ministry, seeking the inclusion of the Hatti community in the ST list of Himachal Pradesh.
