Haqqani network

Individuals belonging to the Haqqani network have managed to find place in the Taliban government formed in Afghanistan.



Taliban has announced its interim cabinet to govern the country after winning back the power.



  • Haqqani network derives its name from the leader of the group, Jalaluddin Haqqani. He was one of the prominent faces in fight against the soviets.

  • Earlier he was an ally of CIA and ISI but now is fighting NATO and US forces. He stays in a safe haven in North Waziristan.

  • Jalaluddin’s death was announced in 2018 due to normal causes. The leadership passed on to his son Sirajuddin.


Haqqani ministers

Sirajuddin Haqqani

  • He has been named as the new interior minister of the Afghanistan. He has been in the UN-designated global terrorist since 2007.

  • He carries a bounty of $10 million by FBI for any information that leads to his arrest. Recent photographs of him do not exist.

  • He has been at the forefront of insurgent activities in Afghanistan. He is considered the most prominent, charismatic, influential and experienced leaders within the Haqqani Network.


Khalil-ur-Rehman Haqqani

  • He is the brother of Jalaluddin and uncle of Sirajuddin. Khalil-ur-Rehman has been appointed the Minister for Refugees.

  • He has been involved in the detention of prisoners captured by the Taliban and the Haqqani Network. 

  • He has travelled to South and South-east Asia to raise funds for Taliban as well as the Haqqani Network.


Najibullah Haqqani

  • He is currently the minister of communications. He was previously a minister in previous Taliban government.

  • He has held the position of deputy minister of Public works and later the deputy minister for finance.


Sheikh Abdul Baqi Haqqani,

He is appointed the new Minister for Higher Education. He is the only member not designated by the UN Security Council. 


Haqqani network and Pakistan

  • Jalaluddin Haqqani belongs to the Loya Paktia tribe in eastern Afghanistan close to the border with Pakistan.

  • He studied in Dar-ul-ulum Madrassa of Pakistan’s Khyber Pakhtunkhwa province. He was trained in Pakistan for jihad by the CIA to fight the soviets.

  • He was the once the most trusted mujahideen commander of the CIA. He forged deep ties with ISI during this period.

  • He transported guns and fighters for the jihad all through the 1980s. Using his network, he raised funds from wealthy Sheikhs of Gulf.


Haqqani and India

  • The Haqqani Network was involved in the bombing of Indian Embassy in 2008 which led to the death of senior diplomat and other civilian staffs.

  • The group has forged deep ties with terrorist organization Lashkar-e-Taiba to target India at the behest of ISI and Pakistan.

  • Indian construction workers were attacked by the group during 2009-12. It has strong loyalty to ISI, making it a strong asset of Pakistan.
