2+2 format of dialogue

India’s Defence Minister and External Affairs Minister participated in the fourth Indo-US 2+2 dialogue in Washington DC.



The meet with US counterparts assumes significance due to ongoing tensions between West and Russia.



  • In the 2+2 dialogue format, foreign and defence ministers of India and its allies hold talks on strategic and security issues.

  • India currently conducts ministerial level 2+2 dialogues with four key strategic partners: the US, Australia, Japan, and Russia.



To enable better understanding and appreciation of each other’s strategic concerns and sensitivities by taking into account political factors on both sides, in order to build a stronger, more integrated strategic relationship in a rapidly changing global environment.


Recent 2+2 dialogues with other countries

India held the first 2+2 meeting with Australia in September 2021 and first 2+2 dialogue with Russia in December 2021.


India-US defence ties

  • India and the US have foundational defence agreements such as Logistics Exchange Memorandum of Agreement (LEMOA), Communications Compatibility and Security Agreement (COMCASA) and the Basic Exchange and Cooperation Agreement (BECA).


Significance of dialogue

  • With increasingly aggressive China, the agreements strengthen mechanisms of cooperation between the two militaries.

  • China has threatened sovereignty of many countries in the region and has also refused to follow established norms and international order.
