Tamil Nadu bill to scrap NEET

The Tamil Nadu assembly has passed a bill to nullify National Entrance cum Eligibility Test (NEET) and allow medical entrance based on Class 12 marks.



The NEET controversy arose due to suicide of many medical aspirants. This allowed the ruling party to introduce a bill to revert back to the old system.



  • The ruling party in the state was unanimously supported by the opposition, who lauded the intention to “ensure social justice”.

  • The bill was introduced in the assembly based on the recommendation of the high-level committee led by retired judge AK Rajan.

  • The committee consulted about 86,000 representations from various stakeholders. They all had rejected the need for NEET.



  • The bill exempts medical aspirants in Tamil Nadu from writing NEET examination for admission to UG degree courses in Indian medicine, dentistry and homeopathy.

  • The government says that the bill will ensure “social justice, uphold equality and equal opportunity, protect all vulnerable student communities from being discriminated”.

  • The bill also says that NEET favours mainly the affordable and affluent sections of the society who could afford coaching for the exams.


The arguments against NEET

The government argues that the health care system of Tamil Nadu would be severely affected as there will not be enough doctors for Primary Health Centres or state-run hospitals.


Legislative provisions

Entrance exam admissions are part of entry 25 of List III, Schedule VII of the Constitution. The state legislature has powers to regulate the same.
