Congress party's senior leader and an incumbent Rajya Sabha member Abhishek Manu Singhvi is set to move a private member Bill in the Parliament, proposing enforcement of two-child policy across the nation.
Singhvi has received President Ram Nath Kovind's permission to table The Population Control Bill, 2020. The permission was necessary given the bill has monetary implications as it proposes to enforce the two-child norm through incentives and disincentives.
The bill calls for providing financial incentives to couples adhering to the two-child norm, setting up of a National Population Stabilisation Fund by the central government and ensuring the availability of contraceptives at reasonable rates at all-sub health centres.
