Issue

Members of Parliament belonging to National Conference (NC) will attend the meeting of the delimitation commission.

 

Background

The National Conference MPs had previously not attended the meetings of the commission.

 

Details

The MPs had previously refused to attend as the J&K Reorganization Act, 2019, “is under judicial scrutiny” in the Supreme Court of India.

 

J&K delimitation commission

  • The delimitation commission for J&K was set up to carve out Assembly and Parliament seats in Jammu and Kashmir after the abrogation of Article 370 on August 5, 2019.

  • The delimitation commission for J&K is chaired by Justice (Retd) Ranjana Prakash Desai with Chief Election Commissioner (CEC) Sushil Chandra with Deputy Election Commissioner Chandra Bhushan as its members.

  • BJP leaders Jugal Kishore Sharma and Union Minister Jitendra Singh are the two other associate members of the panel apart from the three MPs of NC.

 

Delimitation commission

  • Delimitation commission, also known as Boundary commission is a body appointed by the Indian government to re-draw boundaries for assembly and Lok Sabha constituencies.

  • The commission is an independent body whose decisions cannot be challenged in any court of law. Modifications are also not allowed.

  • The commission is usually headed by a retired judge of the Supreme Court. Other members are drawn from Election Commission of India and state election commissions.

 

Process

Various criteria such as population data, existing constituencies, and the number of seats will be analyzed and meetings will be conducted with stakeholders.
